Entering the Human Resources field as a Payroll Manager, he has developed in the area of payroll to developing the expanding compensation model used today. He expanded to learn the aspects of benefits administration and integrated this into his role as Human Resources Manager. Now he leads the entire program of Human Resources as the Chief Human Resources officer and has developed the Staffing Services and Payroll Services teams while continuing to lead the benefits administration and organizational strategy through these turbulent times of benefits changes in the health care arena.

Ms. Flowers oversees eligibility and enrollment, claims processing, customer service and account management for the self-funded line of business. She has been with Blue Cross and Blue Shield of South Carolina for 29 years and during this time has served in various management positions in several different lines of business. She is a licensed agent in life and health insurance, has the Professional, Academy for Healthcare Management (PAHM) designation and is a magna cum laude graduate of the University of South Carolina.

M. Shawn Stinson, MD serves as the Senior Vice President for Healthcare Innovation and Improvement for BlueCross BlueShield of South Carolina. Until December of 2014, he was the Chief Quality & Patient Safety Officer of Palmetto Health (now PRISMA Health Midlands), the largest integrated healthcare system in the midlands of South Carolina. Dr. Stinson brings significant experience working with system quality management to his responsibility for ensuring high quality population health for BCBSSC’s members. As part of that effort, he plays a key role working closely with providers to identify opportunities that unite quality improvement and cost saving measures.
John Collier - CEO Proactive MD
John Collier, MBA, MHA, FACHE, Founder and CEO of Proactive MD, has dedicated his career to advancing the healthcare landscape by partnering with employers to provide broad-scope Advanced Primary Care that extends beyond the clinic walls. He has over 18 years of experience in healthcare leadership through his background in healthcare administration, payor contracting, provider network development, and employer cost containment plan design. John earned a Bachelor of Science in Pre-Medical Studies with a minor in Spanish from University of Arizona, followed by his MBA and MHA from Grand Canyon University. He spent time in Mexico and is fluent in Spanish. In addition, John is a Fellow of the American College of Healthcare Executives and has been a member of The Young Presidents Organization (YPO) since 2018.
